If you have the time, you might save a few $ setting up the page for yourself, tho' it won't be as sophisticated as most pages are these days.
You need a domain name and then a web host. Depending the domain name is around 15 a year...be careful of the free ones. The web host can run a bit under $100 a year. A lot of web hosts have a user control panel which has a bunch of tools...including web design templates. Keep in mind getting the web site up and running is just the beginning, and then you have to promote it and optimize it to be listed in the search engines (seo, search engine optimization).
Lots of people will use a free blog, such as "Wordpress" to get a site up and running. That might be a free option for you. JMO
